It's called Mulvaney's Building & Loan, but it's actually a restaurant -- named after owner Patrick Mulvaney and Baileys Building and Loan, a fictional company from the film "It's A Wonderful Life".
The pigasus on the sign is referenced as a landmark, but not actually explained. You can tell it wasn't there last year because it's not visible in Google Street View:

Given the deal with their name, I'm guessing the sign's supposed to be another obscure cultural reference -- probably to John Steinbeck, who Wikipedia says used it as his personal symbol:
